In reply to your letter of the 14th instant, I

am directed by the Marquess of Salisbury to state

for the information of Mr. Secretary Chamberlain

that, as the insurrection in the Philippine Islands

can not be regarded as at an end, it would, in His

Lordship's judgment, be inexpedient to withdraw the

Proclamations issued by the Governors of the Straits

Settlements and Hongkong and by the British North

Borneo Company prohibiting the export of arms to

the Philippine Islands.
